Yes. The Byakugan allows the members of the Hyuuga clan to see through things. It's genetics.

It's molding one's chakra into various types of attacks or purposes. For example, a doujutsu, or a type of ninjutsu, can allow you to use special techniques inherited and centered around the eyes. Ninjutsu can do many things from breathing fire to increasing the limbs on your body or things like that.
